How can I dissolve clonazepam for titration without alcohol

I want to know ho dissolve clonazepam as I read water is. Problem but I can not use alcohol !!!

What are other methodes

Van I grind it to powder and than dissolve in water ??

Some people use full fat whole milk.  If you are able to find a compounding pharmacy, they may be able to create a liquid for you.
