Is mortar and pestle needed or can I Just dissolve Tablet in liquid?

Most tablets dissolve very readily.  So mfgrs do use a coating that retards moisture, and my require crushing.

 

If your tablet deconstructs/disintegrates in the liquid, then no crushing is needed.  NOTE:  There will always be some insoluble excipients remaining.  Don't worry about them, they don't matter.

or into PG/Vodka or after I've

Mixed Water with PG/vodka?

You can crush ir before you add it to the solvent. or muddle it when its in the solvent. 

 

Anything that breaks up the tablet so the active ingredient can dissolve will work.
