Is 2% 1 % milk better for tritation than water? I see this referenced but no reason is given why one is better, or is milk just a personal preference for some?

It depends on which benzo you are talking about.  K and V are fat-soluble and whole full fat milk works well for them.  But milk is not used for the others.  But there are also other ways to dissolve benzos.
